Mineral Water Plant Setup for a Bottling Business

Test the boring before you buy a single machine for a mineral water plant.

The raw water decides how big the RO has to be, how much pre-treatment you need and what each bottle will cost you to fill.

Mineral water plant with RO skid, steel tank and bottle filling station

Mineral water plant cost by setup

Mineral water plant market prices, October 2026
SetupMarket range
Water shop (RO refill shop): RO plant, filling counter and one tank PKR 290,000 to 800,000
Bottling plant with bottle washing, filling and capping from about PKR 1,200,000

Most water shops sell 19 litre bottles. Bottling lines also fill 6 litre, 1.5 litre and 500 ml bottles.

How to set up a mineral water plant

  1. Plan

Pick a covered room, check the electricity and make sure the raw water supply is steady.

  2. Test the raw water

A full laboratory test shows what the plant has to remove.

  3. Licence

Bottled drinking water needs a PSQCA certification mark licence. Check provincial food authority requirements too.

  4. Install

RO, mineral dosing, ozone, storage tank and the filling line.

  5. Sell

Run it as a water shop, or supply bottled water to homes and offices.

Mineral water plant setup: what is included

  • Pre-treatment. Raw water tank, feed pump, sand filter, carbon filter and micron cartridges.
  • RO plant. Brings TDS down and removes the salts and most heavy metals.
  • Mineral dosing. Adds back measured amounts of minerals for taste, so the final TDS is set, not left to chance.
  • Food grade storage tank. Holds treated water between the plant and the filling line.

Bottle filling machine and ozone generator

The bottle filling machine washes, fills and caps bottles. Filling lines in Pakistan commonly handle 19 litre, 6 litre, 1.5 litre and 500 ml bottles.

The ozone generator disinfects the treated water before filling.

The dose is set against your raw water test, because too much ozone can form bromate if the water contains bromide.

Mineral water or bottled drinking water?

Pakistan's standards treat these as two different products.

Natural mineral water comes from an underground source and is bottled close to that source.

Water treated by RO and dosed with minerals is bottled drinking water, covered by Pakistan Standard PS:4639.

Most plants called "mineral water plants" in Pakistan make bottled drinking water.

Licence

Bottled drinking water is on PSQCA's list of compulsory certification items.

Plan for the licence, and for regular lab tests of your finished water, before you plan the launch. Check provincial food authority requirements as well.

What you need before installation

  • A covered room for the plant, kept separate from bottle storage. A small plant needs roughly 250 square feet, and automatic filling lines need more.
  • Electricity sized for the plant. Small plants run on a normal single phase connection; larger plants usually need three phase.
  • A raw water source with steady supply, plus a drain point for RO reject and backwash water.
  • A full laboratory test of the raw water, which shows what the plant has to remove.

Running costs to plan for

Membranes, cartridges, antiscalant, mineral dosing chemicals, ozone generator upkeep, electricity, bottles, caps and regular lab tests.

A plant that is cheap to buy but expensive to run per bottle loses money every month.

If you only need clean drinking water for your own building, an RO plant is enough.

Mineral water plant price in Pakistan

Price depends on the RO capacity in litres per hour, the filling station and the extras you choose.

As a guide, market prices in October 2026 run from about PKR 290,000 for a basic water shop setup to PKR 1.2 million and above for a bottling plant.

Frequently Asked Questions

What is the difference between mineral water and RO water?

In the bottling business, mineral water usually means RO water with a measured dose of minerals added back for taste.

Natural mineral water from an underground source is a separate product under Pakistan's standards.

Do I need an ozone generator?

Most bottling plants use ozone to disinfect water just before filling, so it stays clean in storage and in the bottle. The dose has to be controlled to suit your water.

What TDS should bottled water have?

Pakistan's bottled water standard sets TDS at 500 mg/L or below. Within that, mineral dosing lets you set the taste you want.

What licence does a water bottling business need?

Bottled drinking water needs a PSQCA certification mark licence, which is compulsory. Check your provincial food authority requirements too.

Will you test my raw water first?

Yes. The general test for TDS and pH is free. For a bottling plant we recommend a full laboratory test of the raw water, which has a charge.

Is mineral water a good business?

It can be, but it depends on your raw water, the competition near you and your running cost per bottle.

Before investing, price the membranes, cartridges, chemicals, electricity, bottles, caps and regular lab tests, and check the PSQCA licence.
